U Capital – Oman Budget Report 2025

Oman Budget 2025 highlights:

  • Revenue estimated at OMR 11.180bn for 2025 vs OMR 12.67bn revenue estimated to have been achieved in 2024 and 1.5% higher than Budget 2024.
  • Expenditure is budgeted at OMR 11.80bn, 1.3% higher compared to Budget 2024 but 2.8% lower than actual (preliminary) estimated expenditure in 2024.
  • Deficit has been budgeted at OMR 620m, (5.5% of total revenue and 1.4% of GDP) lower than that budgeted for 2024 as opposed to an actual surplus achieved for 2024.
  • Preliminary data indicate that Oman’s State General Budget for 2024 is heading towards achieving an actual surplus of OMR 0.54bn as compared to the budgeted deficit of OMR 0.64bn.
  • Budget for 2025 assumes oil price of USD 60/bbl vs. USD 60/bbl that was budgeted for 2024 and USD 55/bbl in 2023.
  • Public debt is projected to stand at OMR 14.4bn at the end of 2024 vs. OMR 20.8n at the end of 2021 and OMR 15.2bn at the beginning of 2024. The debt-to-GDP at the end of 2024 is 34%.
